The Federal Capital Territory Administration (FCTA) has announced that starting Wednesday, November 26, 2025, enforcement actions will commence against defaulters of Ground Rent, Land Use Change/Conversion fees, Right of Occupancy (R-of-O), and Certificate of Occupancy (C-of-O) bills.
The announcement was made by Lere Olayinka, the Senior Special Assistant on Public Communications and Social Media to the FCT Minister, in a statement released on Thursday, November 20.
The move comes after multiple notifications to property owners who had outstanding payments. On May 26, 2025, following the intervention of President Bola Ahmed Tinubu, FCT Minister Barrister Nyesom Ezenwo Wike granted defaulters a 14-day grace period to settle their ground rent obligations, including penalties.
Additionally, between September 8–10, 2025, national dailies and online platforms published notices on the revised Land Use/Purpose Clause, giving property owners 30 days to pay a ₦5 million penalty and other applicable fees for land use change or conversion.
Further public notices were issued for properties in Asokoro, Maitama, Garki, and Wuse districts, granting a final 14-day grace period for compliance with land use change and conversion terms. The grace periods for ground rent and land use clauses expired on June 9, 2025, and November 24, 2025, respectively.
Olayinka emphasized that enforcement will cover all defaulters, including those who purchased properties from others but have yet to register their interests by obtaining the mandatory Minister’s Consent and registering their Deeds of Assignment.
Property owners are urged to comply promptly to avoid enforcement actions, as the FCTA begins strict measures to ensure adherence to land regulations in the Federal Capital Territory.
